For years, our region has added programs, contracts, committees, emergency responses, and public spending, yet the visible crisis has continued to grow. The result is frustration across the community: housed residents see public spaces deteriorating, businesses see disorder and loss of confidence, and people living outside too often remain trapped in addiction, mental illness, trauma, isolation, and instability.
