Portland and Multnomah County do not lack compassion, effort, or money. What they lack is a disciplined system that connects those resources to measurable outcomes. For years, our region has added programs, contracts, committees, emergency responses, and public spending, yet the visible crisis has continued to grow. The result is frustration across the community: housed residents see public spaces deteriorating, businesses see disorder and loss of confidence, and people living outside too often remain trapped in addiction, mental illness, trauma, isolation, and instability.
